The Residential Efficiency Scorecard program, running in Victoria since 2017 and administered nationally by the Victorian Government on behalf of all Australian governments since 2021, will close at 5pm on 23rd June 2026.
In 2023, the Australian Government announced funding to expand the Nationwide House Energy Rating Scheme (NatHERS) to provide energy ratings for existing homes. In July 2025 Stage 1 of NatHERS for existing homes commenced. The NatHERS administrator manages the training, accreditation and quality assurance of existing homes assessors, with Stage 2 of NatHERS for existing homes scheduled for launch in mid-2026.
This means Scorecard is progressively ceasing delivery of Scorecard assessor training, accreditation, quality controls, and tool operation between January 2026 and 23rd June 2026.
The final Scorecard training webinars will run in February 2026 with accreditation closing on 30 April 2026. Applicants who have already been accepted and are currently undertaking Scorecard training will have until 30 April 2026 to fully complete their accreditation.
Accredited Scorecard assessors are being supported to access streamlined NatHERS for existing homes training and accreditation pathways. Trainees who have completed their Scorecard training and been accredited by Scorecard will be eligible for the streamlined pathway. This will involve completing a reduced number of training units specific to NatHERS for existing homes and meeting the NatHERS for existing homes accreditation requirements.
Eligible assessors were invited to submit expressions of interest to access no-cost industry transition training in NatHERS for existing homes. All places have been allocated, and assessors are being onboarded to commence training in February 2026. Further training opportunities will be available through RTOs from mid-2026.

When will the Scorecard program close?
The Scorecard program will close at 5pm on 23rd June 2026. All assessments need to be completed and finalised in the tool by 5pm AEST 23rd June 2026.
Will the Scorecard tool be accredited for use under NatHERS for existing homes?
Scorecard is a simplified version of the NatHERS tool and hence does not meet the calculation requirements. So, Scorecard will not be seeking accreditation under NatHERS for existing homes.
My organisation is using Scorecard as part of a project or program. Is that still possible?
The Residential Efficiency Scorecard is closing on 23rd June 2026. Assessors can continue providing assessments until then. Projects or programs will need to transition to NatHERS for existing homes after this date.
What happens to Scorecard assessment data during the transition?
At the closure of the Scorecard program on 23rd June 2026, all assessment data will be archived securely and in compliance with privacy requirements. Copies of certificates and assessment data reports will be made available to assessors in the weeks prior to closure.
Assessors can access the Assessment Data Reports for all their assessments until 5pm 23rd June 2026. Assessors will not have access to the tool after this date and all assessments will be archived.

I am an existing Scorecard assessor, can I become accredited as a NatHERS for existing homes assessor?

Can I still get a Scorecard assessment?
Yes, Scorecard assessments will continue to be available until 5pm 23rd June 2026.

I live in Victoria; can I still get a discounted assessment through the Home Energy Rating Assessments (HERA) activity of the Victorian Energy Upgrades program (VEU)?
Discounted Scorecard assessments are currently available through the Home Energy Rating Assessment activity under VEU.
Will my existing Scorecard assessment still be valid in the future?
All Scorecard assessments remain valid as they reflect the rating of the home at the time the assessment was undertaken. There are fundamental differences between Scorecard assessments and NatHERS for existing homes assessments which make the results incompatible, and so Scorecard assessments will not be able to be used in place of a NatHERS assessment in the future.
What is happening to Scorecard? And why?
Scorecard is a simplified version of the NatHERS tools and hence cannot meet the calculation requirements set by the NatHERS for existing homes user interface protocol, released in 2025.
As Scorecard was funded by all states and territories, it was decided that further funding was not required for Scorecard as NatHERS for existing homes was released in July 2025. NatHERS for existing homes provides a very similar service to that provided by Scorecard. Assessors will be available across Australia to conduct assessments.
What happens to my assessment data?
All Scorecard assessment data will be archived securely and in compliance with privacy requirements.

What is the replacement tool?
NatHERS for existing homes uses the CSIRO’s energy rating tool, AccuRate Enterprise.
Currently AccuRate Enterprise is supported by the third-party data collection tool, magicplan. Magicplan is not mandatory to complete an assessment and is not NatHERS accredited. Magicplan has been customised by CSIRO to export data into AccuRate Enterprise, reducing time on and off-site during an assessment. The CSIRO magicplan forms will be restructured by mid-2026, streamlining the process further.
In the near future, third-party user interfaces accredited by NatHERS will also be available to use instead of AccuRate Enterprise, which could further simplify and streamline the assessment process. NatHERS has received strong expressions of interest from user interface developers and is expecting several efficient tools in 2026. NatHERS continues to work closely with developers to achieve this at the earliest possible time.
When can we do Scorecard assessments until?
Scorecard will remain available to rate the energy use and comfort and provide tailored recommendations to improve the performance of homes until 23rd June 2026.
Will the new tool be able to access VEUs Home Energy Rating Assessments?
The Victorian Energy Upgrades program will consider updates to the Home Energy Rating Assessment activity, including whether there are other viable tools (for example, the Nationwide House Energy Rating Scheme) that can be incentivised under the activity, in Q4 2026, as outlined in the public workplan Industry market update and work program For more information, subscribe to updates at energy.vic.gov.au.
What are the differences between Scorecard and NatHERS?
The NatHERS for existing homes assessment provides a Home Energy Rating for the overall energy performance of the home, and a star rating for the home’s thermal performance. These look and are calculated slightly differently to Scorecard.
What is going to happen to the assessment data? Can we get a copy of it?
All Scorecard assessment data will be archived securely and in compliance with privacy requirements.
The Scorecard team will provide a copy of all certificates and the respective assessment data reports to assessors before 23rd June 2026.
Assessors can access all of their assessments up until 5pm 23rd June 2026.
